Mercenaries is the second 
Military Research available at the Library. It is preceeded by The Art of War and is required to research the third Military technology, Standing Army.
Researching Mercenaries further increases the 
population limit by +25. It also unlocks the Keep, the Fort, the Castle, the Siege Factory, the Airbase, and the Missile Silo, as well as the Cataphract, the Horse Archer and the Trebuchet (Heavy Flaming Arrow for the Koreans).
