The Lenin Statue is a special building only used during the Cold War campaign. It is only seen during Soviet missions or if you are attacking the Soviet capital territory. This, along with the Washington Monument, Houses, Apartments, Office Buildings, Courtyard Fountain and El Dorado, are able to be put in the Scenario Editor but not in-game (which can be changed by modding). However, including the aforementioned props, it is possible to see the price of each building.
