The 
City Limit is the maximum number of cities you are allowed to have. It can be exceeded by capturing cities from enemy nations, but you aren't allowed to build new cities when you are at or above the limit. The City Limit can be increased by researching 
Civic technologies and building the Pyramids wonder. The Bantu Power of Migration gives them +1 City Limit once Civic 1 (City State) is researched.
The Wonder Forbidden City acts like a City but it does not count towards the City Limit.
